At the time of the scheme’s introduction, Bihar’s Gross Enrolment Ratio (GER) in higher education was 14.3%, considerably lower than the national average of around 24%. To bridge this gap and increase the state’s GER to 30%, thereby aligning it with the national level and promoting Bihar’s progress toward becoming a developed state, the Government of Bihar initiated several strategic measures.
One of the key initiatives undertaken was the launch of the Bihar Student Credit Card Scheme under the Seven Resolves (Saat Nischay) programme of the State Government’s Good Governance Agenda (2015–2020). The scheme was designed to provide financial support to students who were unable to pursue higher education because of economic difficulties.

The primary beneficiaries of the scheme are students who have successfully completed their Class 12 education. It is specifically intended to support students from economically disadvantaged families who aspire to pursue higher education but face financial constraints. Through this initiative, eligible students can obtain financial assistance to meet their educational expenses. A key feature of the scheme is that the State Government facilitates access to the education loan, reducing the immediate financial burden on students. The loan is to be repaid only after the student completes the course and secures employment, making higher education more accessible to deserving candidates.
Application Process For Bihar Student Credit Card
The Bihar government has proposed multiple ways for the students to apply for this scheme. One of those ways is that the students can either use the official website: https://www.7nishchay-yuvaupmission.bihar.gov.in or do so with the help of an app created for the purpose.
Students Eligibility For Bihar Student Credit Card
- Applicant and co-applicant’s Aadhaar card.
- Applicant’s ID card (DL, passport, etc.)
- Applicant and co-applicant’s PAN card
- Mark sheets of the applicant’s 10th and 12th standards
- Certificate of admission provided by a higher education institute
- Two photos of each of the applicant, their parents, and the guarantors
- Residence certificate
- Bank account statement of the applicant’s parents
- Family income certificate and Form 16
